  • The first step in pursuing funding is identifying the right opportunities. This analysis may be as focused as a succinct project-specific review or as robust as a comprehensive Capital Improvement Plan (CIP) analysis and grant pursuit master plan. For broad endeavors, the master planning effort serves as a strategic roadmap, guiding a programmatic approach to funding. At every level, factors such as match requirements, project delivery milestones, and other key considerations are carefully evaluated, ensuring projects are strategically positioned for competitive funding opportunities.

  • This service is built on a unique combination of expertise and background. Drawing on more than 15 years of design and construction experience, Lee evaluates CIPs and guides planning efforts across project scale, funding alignment, and phasing strategy. Lee’s role as an Executive Board Member of the Florida Section of DBIA, combined with the aforementioned experience, has developed Lee into a service provider for delivery method education and selection for clients. This work begins with evaluating how existing projects align with available grant programs and continues with refining project parameters to strengthen eligibility. Often, individual projects do not match the size or scope of available programs. In those cases, projects may be combined, such as merging several flood reduction projects into a regional initiative to maximize eligibility and competitiveness. In other cases, large projects may be strategically phased into smaller efforts to match targeted grant programs, funding limits, or application cycles. Hale Innovation has a specialized understanding of when to combine and when to phase, positioning each project for the highest likelihood of grant funding success.

  • At Hale Innovation, we combine technical expertise with exceptional writing skills to craft grant applications that are both sound and persuasive. We excel at translating complex project details into reviewer-friendly narratives that tell a strong story. Just as importantly, we know when a concise, straightforward approach is the most effective. Our team supports this with specialized tools such as GIS, AutoCAD Civil 3D, and InDesign, ensuring applications are not only technically rigorous but also visually professional and competitive. Grant agencies have praised our submittals for their clarity, organization, and completeness, which facilitates the review process and makes applications stand out.

Before an application window opens, Hale Innovation helps position projects for success by coordinating their inclusion in the required qualifying documents. For example, we may assist in ensuring a project is listed in a CIP for FDEP’s Florida Recreation Development Assistance Program (FRDAP) or in a County Local Mitigation Strategy for FDEM’s Hazard Mitigation Grant Program (HMGP), enabling a municipality to pursue these funding sources.

  • Once a grant is awarded, Hale Innovation helps clients navigate the critical stages of grant agreement execution and environmental due diligence. We work closely with municipalities and agencies to interpret grant conditions, prepare required documentation, and supply the data needed for contract execution. When possible, we also initiate the environmental review in parallel so both requirements advance together, minimizing delays and ensuring compliance from the outset.

    Hale Innovation manages the Enivornmental Review, or ER, process for state level funding and the NEPA process to meet federal funding standards. Our team performs categorical exclusions (CEs) and environmental assessments (EAs) in-house, and we facilitate environmental impact statements (EISs) when needed. This integrated approach reduces reliance on outside consultants, streamlines project delivery, and maintains strict adherence to regulatory requirements.

    Throughout these processes, Hale Innovation ensures projects advance efficiently and remain compliant, simplifying complex requirements and reducing the administrative burden for our clients.

  • Once the awarding agency issues its authorization to proceed with construction, Hale Innovation helps municipalities maintain compliance and keep projects on track through administration and closeout. We provide structure to what can often feel like a chaotic process, easing the workload on municipal staff while ensuring all requirements are met in an organized manner.

    Reimbursement management is a core part of our service. We review invoices from consultants and contractors, providing the supporting information needed to simplify and expedite agency review. Hale Innovation prepares and submits reimbursement requests, monitors their progress, and works directly with the awarding agency to resolve any questions. This attention to detail helps clients recover funds more quickly and with less administrative hassle.

    Our team serves as the central document repository, effectively managing and organizing all project/grant-related records. We also manage all required status reporting – monthly, quarterly, or otherwise – and ensure that site photos and other submittals are completed accurately and on time.
